Improved signal preprocessing

Jonathan Jones requested to merge preprocess-video into master

Raw signals are now resampled at a constant rate (30 Hz for video, 50 Hz for inertial measurements) within the longest time period for which samples are available from all devices.

Internally, resampling was modified to be more computationally efficient.

New shell scripts and visualization functions were added for creating videos from rgb and depth data.
